Millions of daily journeys in India are made from the back seat. Almost none of the policy, the product development or the public conversation is addressed to the person sitting there. The survey included 476 women who travel primarily as pillion passengers, and their responses describe a distinct and largely undocumented experience.

The first figure is a vehicle design finding, not a behavioural one. A passenger with nothing to hold stabilises herself through posture and grip strength alone — on the same roads, in the same traffic, at the same speeds as the rider in front of her, and with no advance knowledge of when either will brake.

Exposure, however, is identical. This asymmetry — full risk, no control — is the defining condition of pillion travel, and it is the reason passenger safety cannot be addressed through rider education alone.

The most reported problem among passengers is a missing physical feature, not a lapse in judgement. Grab rails and seat design are safety equipment.

The 47.5% who rarely wear a helmet is the figure to sit with. Sixty per cent of this sample comes from five southern states where pillion helmet use is closer to routine than it is nationally. Nearly half of passengers still report going without.

How instability becomes injury risk

The pillion findings connect in the same way the rider findings do. An absent grab rail reduces stability. Instability produces fear. A passenger who already feels unstable and whose helmet is uncomfortable is markedly less likely to wear one — and 47.5% report that they rarely do. The end of the chain is a higher injury risk for the person with the least control over avoiding it.

Five links, four of them addressable by design

Nearly 59% of pillion respondents describe helmets as uncomfortable and 43.9% report hair-related concerns — the same product failures documented among riders in Chapter 8, but affecting a group for whom helmet use is lower to begin with and enforcement attention is lighter.

Full exposure, no control. That is the case for designing for the back seat.

What surprised us
  1. The top problem is a missing part

    Passengers did not lead with fear or with other road users. They led with the absence of something to hold.

  2. Non-use is near half

    47.5% rarely wear a helmet — a compliance gap far wider than the rider equivalent, and one attached directly to discomfort.

  3. Hair recurs on the back seat

    43.9% cite hair-related concerns, the same product failure documented among riders, in a group where helmet use is already lower.

Manufacturers

The back seat is currently unspecified. It is the cheapest unaddressed safety opportunity in the category.

Civil society

Helmet awareness aimed only at riders leaves out roughly half the women travelling on two wheels.
